these both companies lbharat petroleum and oil corporation of india , hindustan petroleum and oil corporate limited are owned partially and runned by the control of the central government and these companies come under PSU's as government made gate as the compulsory criteria for the recuriment so it takes employes only who qualifies and gets a good score in gate only but there will be some small posts which will come under the private employes and you can definetly apply for it and you can work for it so all the best for your future Bro

For applying for IOCL and HPCL through GATE 2019.

1. First you need to apply or register yourself for GATE 2019. For all relevant details you can go to www.gate.iitm.ac.in 

2. Once you get the Registration number and Admit Card for GATE 2019 you need to apply on Indian Oil website www.iocl.com mentioning all the relevant details and information. Once you reach the IOCL website you need to go to careers and after that in the latest job openings you'll find the relevant link.

P.S. : The GATE 2019 application link is not available for few days .

Hindustan Petroleum Corporation Limited (HPCL) recruit candidates through GATE exam.

Candidates are selected for recruitment on the basis of their GATE score. Selected candidates may be called for GD/GT or Personal Interview.

Eligible candidates with valid GATE score and from the disciplines of Mechanical, Electrical, Civil, Electronics & Telecommunication, Chemical and Instrumentation are then shortlisted for recruitment.

Selected candidates have to undergo one year training, which is mandatory and after successful completion of training they are recruited as Officers in grade A.
