As per my knowledge, ICAR is holding the 3rd round of counseling for filling the seats left for BSc agriculture /Biotechnology /Forestry /Fisheries /Horticulture / Sericulture /Community Science etc. After this round of counseling, there is no extended rounds of counseling to mop up the remaining seats as it will be surrendered to the university concerned. So you may give a try, to get in touch for admissions.

You can change your preferences after every allotment. So, if you have been allotted Horticulture university in first allotment than you can put all the agriculture universities that you wish to apply to up as your preference in second allotment. If you still have doubts feel free to comment.

For your ICAR Rank you have little chances of getting B.Sc Agriculture, based on previous year's cut-offs. But you can try by applying for counselling and you can even try for Management quota seats in good Colleges.
Cut-offs changes from year to year and depends on many factors like
* Number of seats available
* Difficulty level of the exam
* Number of students appeared in the exam
* Caste Category of the students, etc

You have got 190.5 marks and you want an admission in B.Sc hons. horticulture. Cut off changes every year but on the basis of the previous year cut off we can have an idea.
In 2020 the cutoff was around 199.5 for MBC category. The cutoff, this year is also expected to be high because the preference for agricultural courses is increasing so, it may be between 175 to 119 out of 200. The cutoff marks will also depend on some other factors like: communal reservation, ICAR quota, NRI, and industrial quota, in 7 colleges that are directly attached and managed by TNAU.

33,000 is quite a decent rank in AP EAMCET. Now observing the trends in previous years it can be well concluded that in bce category you can get a number of colleges for BSc in horticulture with the rank you have obtained.
You can try this particular colleges in counselling round:
1.Andhra University.
2.GITAM Institute of Pharmacy.
3.KVSR Siddartha College.

Hi, according to the previous year cut-off all the colleges had their cut-off within the range of 7,000 to 15,000. So, the chances of you getting into a college with 28,000 rank is a bit difficult. It is advised that you still fill up forms and sit for counselling. Hope this helps.
