Sorry but with such a huge figured rank secured in AP EAMCET 2020, there is no possibility of getting seat like B.SC in agriculture, horticulture, fishery, food science or veterinary or any other course, being a SC category candidate. You need to have secured with a rank range of 10726-25262 so as to secure a seat in B.SC in agriculture, horticulture, fishery, food science or veterinary or any other course, if you are from SC category. It is better suggested to prepare well and give an another attempt next time in AP EAMCET so that you can secure more marks in the CET exam and try to secure more than the minimum qualifying rank range so that you will be eligible for admission.

if you have a decent tatto like forearm band, name, a design, it is not a problem at all. but if it is indecent, then it might be a problem. and yet it still depends on the college itself.

Last year cut offs for general category for horticulture course
Non farmer quota-general-4549rank, women-6168rank
Farmer quota-general-8122rank, women-8018rank.
Cut offs for payment seat in agriculture or horticulture are
Agriculture (payment) -11100rank
Horticulture (payment) -16602rank
The above cut offs are of last year and are subject to change depending on difficulty of paper and number of students who attended the counselling.

Every College or University should be approved by the Government. Every college should be approved by AICTE or UGC or ISO or DCI or require any other government approval. So don't worry about the college approvals for Horticulture colleges for TS EAMCET. You can easily verify if the college is approved or not by visiting the official website of the college.
Securing with a rank of 8343, as a BiPC student having farmer quota from BC-D category along with farmer quota, you can only pursue horticulture. Estimating as per your criteria, the performance in the entrance exam and the cutoff last year categorically, then the cutoff closing rank for pursuing horticulture went up to 10861. So accordingly, you will be able to get a seat in the government college. So just check the official cutoff and make sure you've passed the test according to your criteria.
