Hi Aman,
Very few colleges offer the specialisation in Travel and Tourism Management in India. There are a lot of colleges in Hotel Management though. If you are looking at a specific specialisation only then I suggest you to look through all the colleges and search for colleges in India or abroad to pursue this course. Then you need to look at the various admission tests that you need to attempt to get admissison in these colleges and then follow the page or link for that particular exam regualrly. This way you will get notifications.
There is another alternative wherein you can do a General MBA from any of the top B Schools in India by writing the CAT exam and in that college you can take up courses related to Tourism and Travel Management. These shall refelect in your Graduation Grade sheet as electives. Along with this you can pursue a lot of online courses to strengthen your profile in that direction.
Dont waste your money studying in these colleges. Its highly unlikely that they can provide you with decent package and learnings.
There are so many universities offering this course in the form of Diploma, Bachelor degree level. After class XII you can take admission to regular or distance learning colleges for the same. IGNOU, delhi Univeristy, Punjab university,AMITY school of hospitality, Indian Institute of Tours and Travels,Delhi are some name. You can choose as per your convenience and eligibility/.

No, you cannot do a degree course and a diploma together. Although, ignou allows multiple courses at the same time but the format that is allowed is:
