you can not get admission in IIT , because IITs don't accept students through UPSEE exam they conduct their own exam JEE MAINS & ADVANCE so you have to clear this exam with good ranks then you can get admission in IIT.

Yes IIT Kanpur on a directive of MHRD has reduced the qualifying cutoff for all categories. The details are

• Gen Category - 12 marks subject wise aggregate, 90 marks in aggregate
• OBC NCL - 11 marks subject wise, 81 marks in aggregate
• Reserved category - 6 marks subject wise, 45 marks in aggregate

                 I suppose you are asking to rank colleges in Kanpur for BSc in Agriculture.The best university to study agriculture in Kanpur is Chandra Shekar Azad University of Agriculture and Technology or simply CSAUAT. Rama University is also a decent choice.
