Admission to the B.Tech and Dual Degree course is done on the basis of scores in the JEE Advanced exam and admission to M.Tech programme is done on the basis of scores of GATE entrance exam.

GATE 2019 application process has been completed and the exam will be conducted on February 2, 3, 9 and 10, 2019 in online mode.

The detailed admission process is as follows-
Joint Entrance Examination (JEE) is conducted in two stages- JEE Main and JEE Advanced.
Candidates have to qualify the JEE Main entrance to be eligible to appear for JEE Advanced exam.
JEE Main exam is conducted for admission to NITs, IIITs and CFTIs. Since you wish to take admission in IIT Madras, you will have to qualify the JEE Main exam and then appear and qualify the JEE Advanced exam.
JEE Main 2019 exam will be conducted by National Testing Agency (NTA) twice a year in January and April.
January exam is scheduled to be conducted from January 9 to January 12, 2019.
JEE Main April exam
The application process of JEE Main April exam will start from 8 February 2019 and the exam will be conducted from 6 April 2019 to 20 April 2019.
Eligibility Criteria to appear for JEE Main exam-
Candidate should have passed class 12th to be eligible to appear for the JEE Main exam. Candidates appearing in class 12th can also apply for the exam.

As I have mentioned that JEE Main exam will be held two times a year, candidates can appear for both the exams.

If you perform well in your IIT and do projects and other coding skills then you can get offer from Microsoft and Google but you need to maintain and minimum cutoff most likely 8 CPI to be get shortlisted for the written test once the test is over you need to be not the shortlisted candidate based on your coding skills you can qualify the east and once you qualify the taste you will be asked for interview at the time of interview if your performance is very well then no one will look at your background that is your graduation degree.
To study aerospace engineering from IIT Madras you need to appear for JEE advance and only those candidates who qualified JEE main able to appear for JEE advanced once you get good rank in JEE advanced you can get admission into IIT Madras for aerospace engineering there is a fee tuition fee of 100000 per semesterbut for most economically background student they are fully waived from the tuition fee.

Yes , if you clear GATE in Mechanical with good marks and rank, you will be recruited for PSU jobs. There are few companies which are exceptional like BPCL and HPCL , who have restrictions on the degree and the course, where they take in only B.Tech/B.E degree holders for PSU jobs and Not Dual degree holder. Other than a handful of companies, most of them do recruit people who have completed their B.Tech, M.tech or Dual degree for PSU Jobs, Provided you should have been completed before the joining date.

It would be difficult to tell you as the cutoff varies every year depending on various factors. However, according to the JAM 2018 cutoff of M.Sc Mathematics in IIT Madras, closing rank was 338 for OBC NCL category candidate.
