It will totally depend upon the difficulty level of exam because admission will base on your kee advance rank and fluctuate as per the difficulty level and students preparation. According to last year's results you should secure rank under 2000-2500 for cse in IIT MANDI in general category.
But you should do you best and try to secure a good rank .
Generally for an average difficulty level of exam I would suggest you to score minimum 60% marks in advance.

The IIT Mandi M.TECH application form filling dates have started from 16 March, 2020 and will end on 5 April, 2020. The admissions via this are provides into various M.tech courses such as biotechnology, and it's different specialisations. The application form is free of cost and does not have any application fee. According to me between these 3 institutes, i can rate them as :
1. IIT Indore
2. IIT Mandi
3. IIT ropar
Because, IIT Indore has the lowest fees among these and has the lowest cut off as well.
Indore has the highest package record among these three till now which is 28 lakhs.
the teaching can differ according to the courses you choose.

Bro it will be difficult for you to get IIT by this score even in spot round counselling. But chances are there and you can also other options too.
And note that 644 is not a bad rank so chances are there.

If you are keen on the IIT tag, go for IIT mandi. Even though it is new, it is still an "IIT". Passing out from IIT itself labels you as one of the top brains in the country. You become a "BRAND" regardless of how new or old the IIT is. Secondly don't be influenced by the current reviews about the new IITs. By the time you graduate, conditions would be much better. After all there was a time when IIT-B, IIT-D and IIT-KGP were new.I completely agree that IIIT-H has more value in the industry, but personal satisfaction is also important. If the IIT tag gives you this satisfaction, without any doubt join IIT. But if market value of your institute gives you satisfaction, then join IIIT.

If you are interested in mechanical stream then you must go with IIT MANDI otherwise go WITH IIT BHU.Chemical stream is also good,it also has lot of scope.With chemical stream you can also look for PSUs.If you have interest in mechanical then opt it.
