See the basic difference between BTech computer science and information science is this that Computer science includes details about computing, microprocessor, the designing of circuit and software development for super computer. While in Information technology it deals with storing data , retrieving data , designing information database and making computer network.
So if you take up computer science you will study about designing and management of information systems for software and hardware. You will be studying about algorithm, artificial intelligence, numerical computation, programming language.
While if you take up information science you get a chance to get to work in the field of implementation of computer system, networking, software engineering.
So you may choose your career field on the basis of the above mentioned information by seeing that in which of the field are you interested.
As far as scope is considered both the courses have their own importance and requirements, B tech in computer science is being more preferred these days however it totally depends upon your understanding and interest.

Yes you can persue Mtech in nano Technology after you btech irrespective of the branch.
Admission into this course can be obtained by appearing for entrance exam like GATE.
There are many IITs, NITS and many universities provide this two years course.
Here are few IITs and NITs that provide Mtech in nano Technology :-

Your question is seems to be incomplete, not mention the name entrance exam or admission process in which you got 28000 rank. Mention about only rank in question, only on rank basis I can't give you information about whether you can get seat in IT Engineering or not because there are many entrance test in India conducted for engineering admission. If you want to go for the Engineering fields such as Computer Science Engineering or Information Technology or Software Engineering etc, then you need to have Physics, Chemistry and Mathematics as subjects in your 10+2.
So if you have the same, then you can pursue but if you don't have the required subjects, then you aren't eligible for the course of Software Engineering.
