If you want to go for Software development and designing then I would recommend you to go for the course of Information Technology or Computer Science and Engineering. This courses will give you a more fundamental base to go for the software industries. Although there are many ECE graduates who are working in the field of Software engineering, but if you enjoy coding and want to go for it then why would you choose something which is not directly linked with your area of interest.
So Information Technology will be a better course for you.
