Jee mains result is declared and you can check your rank. if your general rank is below 2 lakh then you can apply for NIT campus.
after NIT campus, your can apply for your residential state government engineering college. if you have any reservation category then you can use categorical rank else use home state quota to get admission. There will be more change to get an admission if you opt for core branch or non technical branch.
after government college, you can look out for top Universities.

should I take second drop as I got 97.57 percentile and obc rank 6400 in jee main 2020 . As I want to take CSE branch in only Govt Colleges. What should I do.

You get the admission in top colleges with this rank.Your rank is enough to get admission in govt. colleges in CSE branch.According to my opinion You don't take second drop. You give JEE main so you are eligible for the Jossa counselling,Do your JOSSA counselling and firstly fill those colleges in which you think to take admission. Josaa counselling is started from 6 Oct 2020.

97.57 is pretty good score ,why you want to take drop. You have not mentioned clearly what you want to do or reason for drop . Without knowing reason we won't be able to answer you correctly. However with 97.57 percentile you may have chances of getting admission to top IITs and NITs.

Yes you can get some low NIT, if the home state NIT of yours is a low NIT, beyond top 10-12 NITs.

I got 88k AIR rank in jee main 2020,can i get seat in any nits
For securing 88K rank in the general category it is very tough to get a seat in NIT, but you may get a seat in your home NIT under home cota with that rank. Also, you can get a seat in your local colleges with JEE mains rank through state counseling. i got 25879 rank in OBC category in jee main 2020 ,can i get seat in any NITs
my daughter got JEE main 2020 CRL-63405, OBC-NCL WOMEN-17419, which College may seat allotment in jossa counseling and better branches suggest me, which nit college better ?? jossa counseling branches for womens quota obc-ncl ??
With your rank in the common rank list and also as you belong to OBC category, you can get some newer NITs and IIITs for non core branches. With that rank, you have less chances of getting core branches. Also you won't be able to get seat in top NIts and IIITs as The cutoffs are less for them as compared to your rank.
Please go for all the rounds of JOSAA counseling and also the CSAB spot round so that in the subsequent rounds of counseling, you might get even better seats in some good NITs or IIITs.

Jee main 2020 me kitni rank per nit collage possible hai
Cut off for every NITs changes every year.
According to previous records ones rank should not be more than 50,000 to get good nit.

At this moment since the JoSAA counselling has not yet started ,we cannot accurately predict the colleges you may get using the Rank.
But as per previous years trends in cutoff of JEE Main Paper II, with this rank it is very difficult for you to get into any NIT/GFTIs which offers a very higher cutoff usually around 2500-3300 CRL.(for General Category students)
However, it is advised for you to kindly apply for state level counselling like that of punjab, orrissa,Bihar etc . and other private level counselling for various colleges like SRM,MANIPAL,CBS,CCA, CU, Amity, Manav Rachna etc. Which accept JEE Scores for admission
