Congratulations on such a good rank.Assuming that you are from Delhi (for domicile state) , with this rank and your reservation quota you can get a seat in many good government colleges however your chances of getting admission in any of the above said courses in any IIT is very slim.

So as per the information shared by you that your OBC Rank js 9700, it is difficult to predict which college you might get,since the counselling has not yet been started
However,seeing the previous trend of Cutoffs at various NITs/GFTSs under JEE MAIN Paper 2 under the OBC-NCL category , it seems very difficult for you to get into any NITs under JoSAA counselling
But , you can get into colleges like BIT MESRA,AMITY,SRM, MANIPAL,PES college, Ramaiyah Ins. Using your JEE Mains marksheet/scorecared.
So, it is advised to you to also fill up the forms for state level counselling as well as some private colleges like SRM,Manipl etc. Which accept JEE Main scores as admission criteria.
However, if you belong to home state of himachal or chhattisgarh, you have a chance to get into the NITs there under the HS quota.(applicable only if a resident of that state).

Dear aspirant your rank is quite good but the competition is very high. You should apply for JOSAA counseling. Getting a IIT is questionable try for some other government colleges like NITs and IIITs.

It’s difficult to tell you the exact about your admission possibilities but as per the previous year cutoff as obc category the chance seems less to get a seat in NITs, IIITs & GFTIs however you can try for state counseling like Punjab, Haryana, MP, Etc.
