As you have mentioned the cutoff of round 2 ,So being your home state quota of Himachal Pradesh it seems that you can surely get a seat in CSE 4 years at NIT Hamirpur in further rounds.

As per your question, honestly you are not eligible to grab your seats in btech as per your rank respectively as your percentile would be around 94 to 95. if you go for all India Counselling then getting top NIT campus with demanding branch will be difficult. if you use your categorical rank then you can get NIT campus. for demanding branch, you have to apply for lower rank NIT campus like
- Manipur
- Sikkim
- Nagaland
- Puducherry
- Arunanchal pradesh
the above mentioned option are based on previous year cutoff. for current year, cutoff may change by a great value difference.
After NIT campus, you can apply for your state government college for top demanding branch like CSE or ECE.
