I think for those who have passed 12th this year the 75% in 12th is not mandatory to qualify for jee adv.
It will be quite difficult for us to say whether you will get chance or not as you have not mentioned your rank.
You should check this article to check your eligibility:

At 90 percentile your rank will be around 70k and thus you have very less chance of getting any NITs, IIITs, GFTIs. But you can go for other good private and goverment colleges too by getting information from our college predictor.

As per your CRL-PWD rank and previous year cutoff, the colleges you will get as per your rank are:-
National Institute of Technology, Silchar Electrical Engineering
National Institute of Technology Raipur Chemical Engineering
National Institute of Technology, Silchar Mechanical Engineering
National Institute of Technology Agartala Mechanical Engineering
Maulana Azad National Institute of Technology Bhopal--Chemical Engineering
To know more about your chances of getting other colleges check out the college predictor link below:
According to the category and rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks. Now in your case as you belongs to UP so if you are going to appear for UPSEE 2020 and if you score your rank under 1000 in it then you are going to get very good colleges in UP like KNIT Sultanpur, Integral University Lucknow, AKTU and so on.
