According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks. You can try for some private engineering colleges like Birla Institute of Technology, Patna; KK University, Nalanda and so on.
Note that the cut-offs are bound to change every year depending upon various factors.

yes you can get some NITs for cse at this percentile . you can get NITs like NIT agartala ,nit arunachal pradesh ,nit meghalaya etc .further you can get a lot of IIITs as well . checkout the college predictor in order to get some good idea of the colleges you can get

According to your jee mains percentile and taking into consideration that you are from general category, i am sorry to say that there is no chance for you to get in any of the nits,iiit's,gfti's and also you are not qualified for jee advanced as the cut off percentile is ninety and therefore I would recommend you to look for other private colleges.

At 32204 you have chances of getting lower NITs, IIITs and other GFTIs. Getting CSE is tough as for most of the Top institutes cutoffs of CSE is quite high. you can use our college predictor.

JEE Main 2020 Cutoff is as follows:-
At 73.96 percentile in JEE Main, if you are from GEN-EWS, Other Backward Classes (OBC-NCL), Scheduled Caste (SC), Scheduled Tribe (ST), PwD categories then you are eligible for JEE Advanced 2020, and if you are from General then, you aren't.

Yes.every year qualify percentile changes according to number of students and toughness of the paper.yes, you may have get a chance to write advance .according to 2020 qulify percentile is about 50 percentile for st catogery.and one more point you have to catch is when we write the both the session January and April then final score is highest score of both the papers
