There are many institutes which accept the score of JEE MAINS and MHT-CET but that doesn't mean you have qualify the both. If you have valid score in MHTCET then you can take admission on the basis of the score through the counselling. Its not necessary for anyone to qualify JEE MAINS mandatorily.
