Firstly, to get into PSU's you need to clear GATE in your respected branch or any related branch. Then an interview will be held to shortlist the candidates. The criteria however, depends on individual PSU's. No ECE is not the only branch that PSU's allow. All core branches are eligible for PSU's. So the cut-off's for every branch also varies.

The difference between B.A. and B.Sc. is that the former one is the Arts stream one and the latter one is the science stream degree.
Both have good scopes if one scores good marks and is able to get good placement in a good company.
Although, with B.Sc. there is scope of research and higher studies as well which has currently found its place in the education system actively now.
Choose your college accordingly and thus be part of the course and study well.

No,there's no problem at pursuing dual degree.
A dual degree is a combination of bachelor's and masters degree which you get to pursue in 5 years.
If you pursue these two separately then it takes 6 years. So dual degree saves your one year and more over it will allow you to experiment with things you are interested in.
In terms of placement you don't lag any where in comparison to B.tech students.
Same opportunities are given to dual degree student like B.tech students.
It depends on the student what they want to prefer.
