Yes, you can get Railway jobs after completion of 12 th standard. But you need to write exams conducted to get government job in Railways.

Most of the government jobs requires entrance exam ranks. Based on the ranks or score obtained in Entrance Exams government jobs are allocated. There is lot of process for it to happen. I don't think so Government jobs will be offered by Goverment Colleges because Government Organizations won't come and give Campus Placement opportunities to students mostly. But DRDO, ISRO, etc have offered Campus Placements for Top Institutions like IIT, IISc etc. But now even they take candidates based on GATE Rank or special entrance exam Rank.

Most of the technical department offers study leaves and training programs for its employees. So yeah! You can keep up your study after joining the job but it would take time. As you join via SSC JE then you will have 1 year of probationary period. So within this period you wont be able to join your UG studies. Now as your probation gets over after that you have to compulsorily give e 2 year service. After this you can apply for study leave and if your seniors are impressed by your work or they feel you deserve they will sanction it. So in general you will be able to join the UG course after 3-5 years from the year of your joining.
