There is no other way to to get the documents back from the Bikaner Technical University for applying next upgraded University for admission.

Hope you are doing well. The seat allotment of JOSAA is done after considering JEE Merit and choices filled by students. So in your case you have filled NIT Srinagar at 49 and IIIT Kota near 100th position. You can get IIIT Kota when you don't have enough rank to get colleges which are in above order than IIIT. Once filled , it is difficult to change preference list .
