See on such rank it is quite difficult to get any of the good or top college like NITs/IIITs/GFTIs with CSE branch but yes you can go for some GFTIs with some other branches and also you can go for some private colleges if your only aim is to get CSE.

As you know this covid situation is getting better day by day. So you're asking for which is best kotab or ranchi. It's depends only upon you because Allen provides same content every where in all over the India. As you know kota is full of students so if you go there you will see the real compitition Because you will find there how the students devoted about theirs exams and there you got different confidence. So go for Kota not for Ranchi but it's only depends on you. Where you want to go.

IIT kota- CSE branch is a wonderful college and it has a overall student rating of 3.6/5 and has some great positive reviews by its students.
The college is absolutely great in terms of faculty and infrastructure as it’s very well maintained and looked after for providing students with the best facilities in terms of education and good environment.
Almost 85% of students get placed & recently a student from CSE branch was placed with a highest package salary of 43 lakhs per annum and on average student gets placed with a package salary of 10-15 lakhs per annum.
Top companies like Amazon, Goldman Sachs, etc take part in the placement cell of the college.
IIT- Surat has a wonderful college rating of 4.1/5 and has some excellent reviews by its students for the college.
This college has maintained it’s infrastructurual environment with all the amenities and provides students with highly qualified lecturers who provides them with qualitative and best of their abilities to enhance the skills and knowledge of students.
Students here are provided with internship opportunities in companies like adobe, ugam, etc.

2. Then you can make a list of topics from all the subjects that are easy and do not need tutoring.

As you have mentioned that you have secured 17k rank in JEE mains so I would recommend you to take up cse branch in iiit kota because if you are looking into placements.
Although various factors are considered while deciding the cut offs like number of vacant seats in college, previous years cut offs and difficulty level of the paper.

With reference to your query, I would glad inform you that IIIT Surat would be a better option to persue btech due to its organized infrastructure , quality of teaching by experienced faculties and very good coding culture due to the large number of technical fest . I would say at last both the IIITS are very great you will get placed in good product based company if worked hard

If you are wanting to choose between NIT agartala for Electronics and communication engineering and IIIT kota for computer science engineering then please keep the following information in mind :-
Cut off - B.Tech Computer Science Engineering in Indian Institute of Information Technology, Kota has higher cutoff through JEE Main. Cut of at iiit kota is 22320. Whereas in nit agartal it is 151583.
Fees structure - B.Tech Electronics and Communication Engineering in National Institute of Technology Agartala has lower fees. The fees at nit agartala is around 5.55 Lakhs where as it is around 8.36 Lakhs in IIIT Kota.
Campus and hostel - campus of nit agartala is huge as campared to iiit kota. But basic facilities and infrastructure including laboratories, cafeteria, library and hostel are available in both.
Placement and packages- this is good at both.
As per the students reviews and records .. students are placed at good packages at both these colleges

Allen kota have their own dress for the both girls and boys students. For girls it's grey kurti with Black pajama and for boys it's grey colour shirt with black full pant. There is also green colour t-shirt which is provided to both girls and boys students which they can wear with jeans or pants what particular boys or girls like. Girls can wear leggings of their choice too.
These all dress will provided by the institute itself free of cost.
So most of days you will have to wear that otherwise guard will stop you and may not let enter if you don't follow the roles.
So yeah you will have to wear any of two dress for compulsory either kurti pajama or green allen t-shirt with jeans/leggings. You can skip some day with regular dress but for that you must carry your Allen I'd card and also you should have good excuse to tell to teachers or guard's there.
