MBC quota is under the OBC category where candidate income less than 6 lakh per annum.
When NEET 2021 application form will open you can apply go to the NTA website. And when the caste category come to the form you can apply. If there no option in MBC then go for OBC category. Then you can be fit in this category easily no issues will occur.

You mentioned that you have played and wonThe district volleyball championship,if it is played under state federation of volleyball championship then it is ok for you to include in the sports quota and the other hand if you have represent the national team or you you have played in inter universities sports then you will be counted as a eligible Candidate for sports quota.With it you have got 73.4 percent marks in 12 science with PCM group.so it is not impossible for you to get admission in Delhi University in BA courses.

There's no home state quotas in IIITs.
Making prediction is difficult because rank vs marks vs percentile and closing rank to get a seat as cut off keeps changing every year depending upon various factors like
number of candidate or students that appeared in the exam, kind of marks obtained by them ,
difficulty level of the jee main examination ,
number of seats available for the branch you want etc.
But yes,
When we go through previous year trend then ,
In round 6 of josaa counselling 2020 , 4233 ews rank was the closing rank for gender neutral for rws category in IIIT Kota for computer science engineering

Yes , obc certificate should be issued by the competent authority . The sub caste should tally with the central list of OBC .OBC candidates should not belong to creamy layer . The certificate must be issued by the district magistrate /additional magistrate/collector/ deputy commissioner/additional deputy commissioner/deputy collector/1st class stipendiary magistrete/ sub division magistrate /taluka magistrate/ executive magistrate /extra assistant commissioner/ revenue officer not below the rank of tehshildar .

Yeah, it is possible if you want to repeat class 12th from NILS Biard to increase the lercentage. So, it's alright you can go for the NIOS board and fill the form easily.
Many students face the problems of low marks in 12th class due to which they are detained to get admissions. So, the alternative is to give the exams again from the NIOS board of India. It is also recognised by the government so, there is no need to worry. A student can easily take admission in colleges which the mark sheet from the NIOS board.

Sorry to say but what do you know it's not clear. I think you want to know about that you will become a resident for Delhi or not.
Look if you are completed your 10th and 12th from Delhi then you may consider as residential candidate for Delhi. Otherwise if your parents live in Delhi for work purpose or you are born in Delhi then also consider you as Delhi resident candidate. But only repeat your 12th examination from Delhi it's not consider you as Delhi resident candidate.
Considering the current scenario it is very difficult to go for offline classes as you may know that even board exams of class 10th and 12th got cancelled this year which highlights that the situation is still grim. Though it is quite possible that institutions may go for blended mode of learning for students i.e. both online and offline.
Till then I would suggest you to not to waste any time and start working towards you goal. You can opt for online mode for now and then when the situation gets normal you can switch back to offline classes.
