Hope you are doing great as per the question asked by you for availing delhi quota you must have completed your class 12 in Delhi only then only you can avail delhi quota if you would be going to kota then you will be considered as Non delhi students.

There are total 150 seats in KOTA gmc. it ranks 65th in the country and and 7th in Rajasthan.
Average out patient is more than 5000.
Here is the ALL INDIA QUOTA CUT OFF RANKS
For UR, total 16 seats are there. According to the above data, you need to score more than 580 marks.
Also note that, ranks are more important than marks. Many students gets same marks but their ranks are different. So emphasize on ranks

For Delhi state counselling eligibility, you must have done class 12th from Delhi state only. If your school was in Delhi, then you are eligible for Delhi state counselling. The fact that you took a drop year and went to Kota has no affect on your eligibility criteria.
