Unless the exam requires you to run a heavy software, processor speed should not be a problem for your exam. But in an case it would be wise to check with your college beforehand.

If you are withdrawing before 15 days of admission then you will get 100 percent refund but if you are withdrawing after that then percentage will get reduced to 50 and so on

You are not eligible to appear for AEEE as it has been mentioned by the institution that the candidates having a valid score in either of the three phases cannot write the phase 4 examination. The phase 4 is being conducted only for those who missed the examination due to technical/personal reasons or are new applicants. If it was case of malpractice you would have been allowed after submitting an affidavit for not replicating the action again in future time.
