See from the perspective of engineering, I would say you must have a good laptop with SSD and graphics card as in Mechanical Engineering there are simulation and designing of mechanical systems which when run in low space devices usually crash or it don't work efficiently. The systems hangs a lot. So if you have the money to buy a good device then you should try to get a laptop with a good HDD and SSD support and if possible get a graphics card. This will help you to enhance your experience of doing 3-D designs and simulations. Also you should try to get i5 or i7 processor if possible and obviously as per your budget.
Ipad will not be that much useful until and unless you need to make digital notes and read pdf's etc. But having a efficient laptop is always important.

Staring at a computer screen all day is bad for the eyes. Fact: Although using a computer will not harm your eyes , staring at a computer screen all day will contribute to eyestrain or tired eyes. Adjust lighting so that it does not create a glare or harsh reflection on the screen.

You want to pursue CSE and you'll have to spend hours with your laptop. So mostly you will be doing programming or gaming on your laptop. look for a laptop that will have good RAM and storage. Windows Operating system would be sufficient for this work no need of buying a MacBook.

You are not eligible to appear for AEEE as it has been mentioned by the institution that the candidates having a valid score in either of the three phases cannot write the phase 4 examination. The phase 4 is being conducted only for those who missed the examination due to technical/personal reasons or are new applicants. If it was case of malpractice you would have been allowed after submitting an affidavit for not replicating the action again in future time.
