As you will be working from an engineer background, you need to atleast have a i5 laptop or more like i7 or i9. The i3 laptop is more basically for ms office use and entertainment while i5 laptop will handle multitasking and programming while i7 will give you more performance. Get the laptop with atleast 8 GB ram or more as it will boost the performance. Along with it, there are two kinds of storage available, one being the HDD other the SSD. With, SSD the performance is also great and blazing fast than HDD. However, there are certain laptops with both SSD and HDD also. You can prefer a laptop with a graphic card of 4 GB or more. Brands like Acer, dell, hp, Asus are really reliable.

In the first year of B.Tech, it may not be required much. However, you will need your laptop for the rest of the course, for CS branch. As you know, CSE is all about programming and without laptop or a desktop, it is not possible to do. So I would recommened you to buy a new laptop if you don't have one as you will need it extensively.
Coming to specifications, I would suggest CPU of i5 processor, 16GB RAM. You can use either windows or linux OS, but for coding, LINUX is better. Having dual OS may slow down your laptop. The rest such as display screen etc does not matter much. Coming to company, you can choose Lenevo, HP or Dell.

See there is no any compulsion to have laptop in your entire B.Tech. course in any field but if you have laptop and especially when you are in CSE branch then it will be a plus point for you because there is lot of programming in different languages for which laptop is required and not only this but for so many different works like projects, coding, online classes(as per present circumstances) and so on requires a basic laptop. If you have a laptop then your lot of work will become easier otherwise you will get computers in library or computer lab of IIT Roorkee.

there is no compulsion for any engineering that you need a laptop. but having one will help you definitely.
the laptop will be useful for you incase of any presentation in college, or anything for research during project. it would make works easy. also you will use it for virtual circuit and making models in CAD softwares
the best (based on my opinion) laptop is HP i5 10th gen laptop. it has all facilities and also good power duration.

Yes absolutely you can do registration and choice filling from your own desktop/laptop also. Also it can be done at cyber centers/cafe but it is recommended and quite safe if done from own laptop or desktop. See laptop is not provided by any of the institution instead they will provide you the computer lab facilities along with Wi-Fi. If you need laptop then you have to purchase your own or if you have then you can take that one to the college.
If you are CSE student a laptop would be the must have thing for you because there is lot of programming, assignment works, project and so on from second year of your B.Tech programme.

First of all congratulations that you are are going to be admitted in a BTech course.
Since you are a CSE student you would require a laptop purchase fast and light weight as you would carry it everyday to college.
So choose a laptop which has SSD in it, most laptops come with both SSD and HDD. I would advise you to choose a laptop with 250 GB SSD and 1TB HDD.
Also so choose a processor above i5 8th generation this would ensure that your laptop is fast enough. Don't forget to check out the charger details the laptop should come with at least a 45 watt charger this would ensure that you can get back to your work quickly.
Some additional thing which you can look for a fingerprint sensor and backlit keyboard.
The ideal choice for CSE student is the MacBook.
But if you are not right budget you can look for multiple other options.
Check out the Asus vivobook 14 series. They have awesome specifications within a small budget.
