It is not so necessary to have laptop for btech 1st year students.In btech 1st year you will only have basic subjects.If you are intrested in programming and if you want to practise programming from 1st year you can buy laptop.go through the basics of programming from now itself.

A laptop or a desktop is an absolute necessity for every engineering student. But, it is not mandatory to have a laptop in the first semester as you may not have your core coding subjects ( it changes with respect to universities and syllabus. If there is a necessity of laptop, the college authorities will inform you). However, from second year onwards having a laptop or a desktop with windows 10 or Linux will be necessary. It is good to have a laptop if you are a coder or need to learn coding basics in the first year itself. Also, if online classes are going to be conducted for long, laptop will be a good option.

So, it is better to first understand your syllabus and buying a good product suitable for your studies later on when you feel the need of using it.

Well your questions is not that clear if applying in National institute of technology you mean by applying in jossa then for sure you can do that from home itself or if it means by confirming the seat then for that you need to go to the center provided by jossa and there the official members will help you to do that for sure you cannot do that from your home .

I am personally pursuing Computer Engineering but I do have friends in the Electronics and Electrical branch. Depending on the college, your Computer Lab should have the necessary resources you require to learn the software. However, they will not be available to you 24x7 and it is highly recommended that you have a PC of your own so  that you can constantly work on your skills as an Engineer and get better at them which is of prime importance in such streams.
