Yes he is eligible to give MHT CET as the eligibility criteria states that Candidates must have passed the HSC/equivalent exam with Physics and Mathematics as compulsory subjects with any one of the subjects – Chemistry/ Biotechnology/ Biology/ Technical/ Vocational subjects. Candidates should have secured a minimum of 50 % marks for General Category. The minimum marks for reserved category and Persons with Disability candidates belonging to Maharashtra State only are 45% marks are eligible to give MHT CET 2021. The Maharashtra State Common Entrance Test Cell is expected to release the application form of MHT CET 2021 in the first week of January. The authorities shall release MHT CET application form online on the official website. The last date to fill the application form will fall on  last week of February without late fee. The exact dates are not yet announced keep an eye on the official website for the latest information.

Neet exam is a national exam and you can give it  from anywhere you like but for counselling you need to comply to the instructions as per the university.State counselling wise NEET rank may require your certificate for verifying that you are a resident for that state.However if you go via All India Counselling then you need not provide such certificates and can participate in any university counselling.

If we talk about Madhya Pradesh State NEET Counselling then Upgradation is not allowed after Round 2

If you got ant Seat in Round 2 of Madhya Pradesh State NEET Counselling and you have submitted the documents and joined the College then you can not leave your Seat now. Upgradation is not Allowed after Round 2.

For Mop-up Round Counselling, Only those Candidate can Register, who doesn't got any seat in Round 1 and Round 2 of Counselling. Candidate needs to do fresh Registration in Mop-up Round Counselling.

If you are already getting a college then think again for upgradation. Because if this college is good then I'll suggest you stop upgradation. But you didn't mention your college name. Because after upgradation if yoi getting new college then your present college seat is cancel automatically. But if you didn't getting any college through upgradation then your present college will safe for you. So if you want to upgradation then don't hurry for signing bond. But if there any time maintaining then think again and go for it.
