Hello, since the job post has asked you to produce ews certificate for financial year 2018-2019 it won't be a problem if you have made the certificate on 30 march. The validity of ews certificate varies from state to state but in most cases it is for one financial year from the date the certificate was issued. So, you can submit the ews certificate for the government job post.

See right now it is quite difficult to predict whether you will be qualified for JEE-Advance 2021 or not because the cut-offs are not yet released for JEE-Main 2021 but on the basis of previous year's qualifying cut-offs we have made the table of expected cut-offs for this year which is shown below :-
Now according to the above table if you belongs to General or OBC category then you have almost no chance to get qualified for JEE-Advance 2021 but yes if you belongs to ST/SC category then you have some chances but good chances for ST category, so it totally depends upon your category.

See IIT BOMBAY is one the Best IITs. There is no "easy" of getting in there with CSE Branch .JEE Advanced being a national level highly competitive exam , it would take much efforts irrespective of category.

See as the exam pattern for JEE Advanced changes every year its quite difficult to predict exactly how many marks are required for specific institute.
It has been observed that for General students who score 40-50% of total marks of JEE Advanced paper 1 & paper 2 have decent chances of getting into IITs,
Now for SC Category & Female quota nearly 50-60% of total marks might help to get IIT BOMBAY CSE Branch.

To be very honest now there is not such compulsion about your class 12th marks. If you have passed your Class 12th then you are eligible to sit for the JEE exam.
Colleges don't consider class 12th marks in their evaluation process for selecting a candidate. You will be given admission solely on the basis of marks or percentile you score in your exam.

70 percentile is quite low score to target good institutions. So if you are willing to take admission in a good college then I think you should give a reattempt as because if your category if you will work hard a little more then you will shine in the paper.
Although if you doesn't feel like giving a reattempt then VITEE us also a good private college to pursue your engineering degree. The placement is average.

With 87.7 Percentile in JEE Main 2021, your CRL will be anywhere around 135-136k, with a EWS Rank between 38-40k. At this Rank, you'll have negligible chances in securing a seat at some of the NITs, IIITs or GFTIs. However, you may appear for you respective State Engineering College Counselling, and you may have fair chances of securing a seat in some of the Good State Engineering Colleges as well as many Private Universities and Colleges accepting JEE Main Score.
