No, you cannot use the ews certificate in July 2021 counselling as your certificate validity is only up to 31st March 2021.
So, you need to apply for a new E W S certificate and makes sure that your new ews certificate should be of after 31st March because in general, E W S certificate validity is 1 financial year means it will be valid from 1 April 2021 to 31st march 2022.

As you have missed the Jee Main Examination March attempt than there is no way to get your fees back as at the centre, all preparations were done for you and one seat was left vacant when you have not given exam. There is no procedure by NTA to take your application fee back.
