There are many options after Diploma in Electronics and Communication like degree(B.E) in Electronics/in Electronics and Communication/ in Electronics and Telecommunications.
You may pursue courses in relevant streams of your interest like courses in Embedded systems, PLC, SCADA, VLSI Design, etc.
There are a lot of opportunities for Electronics and Communication engineers in the field of Design and Communications systems.
I see that you want to do BTech from CSE or EEE in NIT Rourkela. It's a good choice.
But now everything depends on your rank how much rank you get. And are you eligible or not. You must have specified your category and whether you are hs or os.
I will take that you are general category and os. Previous year closing rank in round 7 for CSE was around 3600 and that for EEE was around 9000. So see this rank. If you are under this rank then you will get a seat in NIT Rourkela. If not , then try for other colleges or change your branch.

Hi Infinite, coming to the question, there is no such called the best among various engineering branch as each branch has its own advantage and barriers. Mechatronics is nothing but the combination of Mechanical and Electronics and it is a wonderful field for research and higher advanced studies, placements may not be that attractove, but it gives a dual advantage of being able to be part of either Mechanical or Electronic domain. Now coming to Computer Science engineering, you get to learn the in and out of most of the programming languages and if you find yourself interested in the field of coding, you can join here as you would have a very wide scope in getting jobs clearly and getting high package salary this is one of the best fields of engineering. Now electrical and electronics engineering has a wide scope in PSU sectors where you can get to work in many government sector company like BHEL, ONGC, NPCL etc. You can also learn a lot of electrical as well as electronic subjects and makes it easy to drive through to any sector. But one thing here is getting into core sector job is not an easy task and one would need to strive hard to make it to core company. You can also join IT companies using mechatronics or eee and at the same time can do M.Tech or M.S abroad as well as join many PSU jobs. Computer science has less scope in the field of PSUs but have a wide scope for job in IT sector. If you really have an interest to do research and advances, then join Mechatronics, if you have interest in coding and IT sector, then it is Computer Science amd if you have interest towards, electrical circuits electronic devices, and PSUs, then choose EEE.
