Yes domicile certificate is necessary for MBBS addmission in Gujarat through neet State quota counseling. As it is closed state means it doesn't provide admission to non domicile candidate, you will have to necessarily produce a domicile certificate to get admission in both govt or private colleges through state quota counseling of neet.

Although you don't need domicile certificate if you get college in gujarat by AIQ counseling, in that case you will need only central caste certificate if you are applicable for reservations.

So if you don't have domicile and scored very good marks to get a govt medical College in gujarat in AIQ counseling,you can apply for that.

If you are talking about the government medical colleges, then unfortunately not. See according to government medical colleges, the sole criteria of you getting admission over there is your score and rank in National Eligibility cum Entrance Test or NEET. It does not matter even an iota that what your other achievements are.

See there is no direct admission for MBBS course but you need to apply for NEET UG because admission to MBBS course is only taken on the basis of NEET UG score and for 2022 the application process is now over for NEET UG and now you cannot apply for it in fact, NEET UG 2022 is scheduled for July 17th, 2022 so if you have not registered for it then you cannot appear in it. And now you will have to wait till next year i.e. 2023.
