Yes you are eligible for NEET UG and after that upon qualifying it you will also be eligible for MBBS admissions.
This is because you should have only passed in English subject there is no any requirement of minimum 50% marks in it but it is only required in PCB combination which you have. So you are completely eligible.

NEET is an entrance exam for admission in courses like MBBS BDS BAMS etc
The eligibility criteria for NEET entrance exam is 10+2 or appearing from a well recognised board in Physics Chemistry and Biology/Biotechnology
The minimum percentage requirement to become applicable for NEET entrance exam is as followed:
UR/EWS - 50%
OBC/SC/ST- 40%
UR(PH) - 45%
Since you got 54% marks in PCB you are applicable for the NEET exam.
The marks of the English subject is not a criteria on which the NEET applicability is based. It is only based on the marks of the PCB.

Admission in AIIMS Delhi is actually conducted in the online mode. For MBBS admission in AIIMS Delhi you need to qualify NEET examination which has its Cutoffs and marks required which basically depend upon on the different Catagories such as General, OBC, ST/SC and PWD. Admission process is for undergraduate, post graduate, super speciality and doctoral programmes in the streams such as Medical, Nursing, Applied science, The admission of AIIMS for MBBS are subject to NEET scores followed by counselling. The admission process of 2022-2023 will declared soon because NEET-UG 2022 exam is going to conduct on 17th July 2022. So, after that we get AIIMS Delhi cut-offs, You just have to stay tuned on page of AIIMS Delhi.

To be elligible for NEET examination you need to have following marks in intermediate
UR - 50%
OBC/SC/ST - 40%
PWD - 45%
At your marks you are at the sader side in any case so your +2 marks should not be an issue.

See if you have entered your father's name as per your class 10th marksheet then there would be no any problem and if it is different then there might be some problem in future so you should correct it during correction window.
Also if any other details as mentioned below that you entered is incorrect as per your observation then you should correct it during NEET UG correction window which will be opened after the conclusion of application process i.e. after May 15th, 2022.
