The class 12 percentage required for NEET 2022 exam is separate for each category and can be listed as under. NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subjects

Your NEET marks are the deciding factors for admission in colleges, if you are able to score an aggregate equal to or above as mentioned according to the category. Assuming you belong to the general category, as you haven't mentioned yours, you need 700+ for JIPMER Puducherry and 630+ for JIPMER Karaikal (As the previous year cut-off is 696 for JIPMER Puducherry and 623 for JIPMER Karaikal) and 650+ for other government medical colleges.

No Jharkhand is not an open state just like Maharashtra, other state candidates cannot take part in Jharkhand state counselling for medical colleges, this is because just like Maharashtra, Jharkhand is also not an open state. If you are seeking admission in medical colleges of Jharkhand then you should either get it through AIQ counselling or you should have valid domicile of Jharkhand which you don't have so AIQ counselling is the only way for you.

There's no upper age limit for neet examination. It's been permanently removed by NMC now so nothing to worry about your age.
Being PCM student without biology, you are not eligible for NEET.
To be eligible,
What you can do is pass NIOS biology on demand examination as an additional subject and then you will become eligible.
This is because,
The eligibility of students with Biology as an additional / optional subject is in the supreme court but until it gives its judgement students, these students are eligible for neet
Here's the eligibility criteria for NEET :-
-----------) Qualification required :-As per Neet eligibility to be eligible you must be either appearing for 12th board examination or should have passed 12th board examination from a recognised board with physics, chemistry ,biology/biotechnology and English as core subject.
