Sorry to hear that you didn't get the government college in your first round of counselling, hopefully you will get a government college in the second round and if for some reasons you didn't get then my advice to you is to go till mopup round where you can get the college.

See if you want to apply for Government quota/A-category seats then you should have the domicile of Andhra Pradesh because A-Category seats are kept reserved for those aspirants who belongs to the state domicile where the institution is situated but if you belongs to some other state then you can only apply for B-category/Management quota seats under the state quota of Andhra Pradesh. If you belongs to Andhra Pradesh then also it is not mandatory to register for both the quota, instead you can register for either of the quota as well or for both.

There is no way that you can get admission in Andaman and Nicobar Islands Institute of Medical Sciences. It is state government/public medical College and provides admission to students with a much better rank than what you have secured right now. It is so because the number of seats available for MBBS is only 100. Therefore, the number of seats pales in comparison to the number of applicants. I hope you understand the gravity of the situation that you are in right now.
The cutoff rank for OBC category students is close to 12500 in NEET and therefore, there is no way that you can get admission in this Institute. Even if you had SC or ST reservation, still you would not have able to get admission in this Institute. The fact is that your performance in NEET is extremely poor and such performance can not get you admission in a good government Medical College. Perhaps you can look for some good private institutes that may offer admission to students of your rank. There are certain rules and restrictions that you should follow during counselling of seats.Once you have locked your choices the seats alloted to you is completely upon the rank scored by you.If you fail to get seat in any round then you may get seat in next round.You cannot quit in between.For example,you get a college in second round then either you have to lock your seat there or wait for the third round for some better or equivalent colleges.So there are two options to select.If you fail to lock the seat or fail to continue upgradation then your application will be considered null for that year.
