Round 1 is Free Exit in both All India Counselling and State Counselling.
Roun 2 is not Free Exit but Option of Exit with Forfeiture of Security Money is available in Round 2 in Both All India Counselling and State Counselling.
You can freely leave allotted seat of Round 1 Counselling but in Round 2 there are some Conditions, if you got any Seat in Round 2 then you have to decide within 2 days that you want to take that seat or not, if not then you can take exit with Forfeiture of Security Money but after 2 days Exit is not allowed in anyway, you have to join allotted College of Round 2. You will not be eligible for further Counselling processes, not even for state Counselling.

See once you are allotted a seat you have 2 options, one is you can grab the seat and take admission in the provided college or if you want to exit you can free exit Within two days of allotment you can withdraw yourself from the college, but you will lose the security deposit of 10,000/- rupees in the college keep in mind that once you join the allotted college, you cannot withdraw your seat and you will be disqualified from further rounds of state counselling also.

So considering you have domicile of maharashtra state getting 400+ score in neet will give you opportunity to get admission in government college and here are few government college with their obc cutoff marks
