As per your question, according to your marks and rank in NEET as per your BC-D category your chances to get any government seats for MBBS would be high. So yes you may get government seats as per your rank in NEET, you may get government colleges like:-

It would had been better if you had mentioned the category of your friend, since the cutoffs are different for different categories based upon various factors which keep on changing. Now based upon the rank that you have mentioned there are chances for state quota seats in private colleges in Tamil Nadu. Also there are chances for management quota seats. There are hardly any chances for government college seats.

Since you have not mentioned your home state so considering it as Telangana according to your profile.
So on such marks and category you have very low chances of getting government seat in OSMANIA MEDICAL COLLEGE, HYDERABAD according to previous year's cut-off. As we go through previous year's cut-off then it shows that last year the lowest cut-off marks was 516 for OSMANIA MEDICAL COLLEGE, HYDERABAD under state quota for ST category.
