I would like to tell you that Andra pradesh is a very reputed state in india for pursuing Medical Education but this year on considering the previous year's statistics you will not be able to get a seat in MBBS/BDS due to the high level of competetion this year and the high cutoff this time ,you can either go for another attempt or go for other courses like BAMS,BHMS and vetrinary.

All admissions to MBBS/BDS courses within the respective categories shall be based solely on marks obtained in the NEET (UG).
A Total of 15% seats are reserved under All India Quota which follows the reservation policy set by MCC. The various categories which reserves certain seats are given below:
i. 15% seats are reserved for SC candidates,
ii. 7.5% seats are reserved for ST candidates,
iii. 27% seats in Central Educational Institutions are reserved for OBC candidates only as per Central Educational Institutions (Reservation in Admissions) Act, 2006.
There is no reservation through Muslim Quota, if you belong to the General Category. Therefore, if you want to get admission in MBBS, you will have to get it through your AIR and category.

Last year the cut off for OC category in Telangana was 3022 state rank in final merit list and that was in Dr. Patnam Mahender Reddy Institute of medical sciences, Chevella in mop up round.
You have very few chances of getting a seat under conveyor quota because as AIIMS and JIMPER students might leave these seats increasing your chances.
But at the same time, neighbouring state students like from AP(mainly) may apply here. Then your chances decreases.
So it all depends on various factors. We cannot surely say anything until the release of final merit list.

I would like to tell you that the collage who has just started 2-3 years back does not mean that it is not a Nice Collage to start your career as i would like to give example like RMLIMS Lucknow is just started MBBS 3 years back but is the second best MBBS collage in UP and also many AIIMS who just begun MBBS few years back but are leading the race in Competetion therefore it all depends on the collage you are choosing.
But some private collages like Manipal collage is way more better than many government collages ,so It is all a matter of your choice.

After thoroughly analysing 2019's informations, it'll be perfectly clear for you also that being a reserved (BC-B) category student, there's certain difficulty for you to get admission in any of the top Government MBBS colleges in Andhra Pradesh with this marks. Based upon your category rank you have chances for state quota seats preferably in private colleges for Andhra Pradesh. For government colleges you may have to wait. Now regarding the cutoffs they change every year based upon several factors.
