NEET Reservation criteria 2022 which is conducted by NTA- National Testing Agency so, as per NEET UG reservation criteria 2022 in which reservation is for OBC- Other Backward Class and 10% reservation to Economically Weaker sections (EWS) under the all india Quota (AIQ) scheme so, according to AIQ for PWD- Persons with disabilities is 5% in Government College for MBBS.
Minimum degree of disability should 40% or more to avail for PWD quota.

At your Marks of 310 out of 720, chances to get any MBBS Seat in Government Medical Colleges across India are less . It would be better if start looking for these options :-
The above answer is made in favour of General/Open Category. Since you have not mentioned your Category in the question, you may get MBBS Seat in any Government Medical Colleges if you belong to OBC/SC/ST.
Coming to point of Domicile, you have can be Domicile of any 1 State across India. For that you have to make Domicile Certificate from Government Office. To make Domicile Certificate, you have to give your both 10th and 12th from the same state and must be residing in the same place for more than 8 - 10 years. So, you may either belong to Maharashtra or Jammu and Kashmir and not both.

For getting a seat in AIIMS Jodhpur, which is one of the best peripheral aiims, you need to clear neet examination with the best possible marks as the cutoffs for older aiims is very high.
Once the neet result is out, you should check out for your possibilities in your preferred college i.e. Aiims jodhpur by analyzing previous years cutoffs and make a preference list of your desired colleges to be selected once the counseling process begins.
