There are a total of 23 MBBS colleges in West Bengal in 2021 approved by the Medical Council of India. Out of these, 16 MBBS colleges are run by the state government and the rest 7 medical colleges are private. At present the total medical seats in West Bengal sums to 4000.

In order to appear for NEET UG entrance exam, candidates must have minimum education qualification required and age limit which says candidates must have minimum 17 years age on or before 31st December in the year of taking admission. There is no upper age limit.
Candidates must have passed in Physics, Chemistry, Biology or Biotechnology and English as core subject in 10+2 or equivalent exam.

No you cannot get MBBS seat in any college without giving NEET UG because NEET UG is compulsory entrance exam and without it you cannot get admission to MBBS seat.
Once you will have a valid NEET UG score and if you qualify it then you will be eligible for admission to MBBS seat but merely qualifying NEET UG does not ensure the allotment because in counselling the seats are allotted on the basis of marks scored by candidates in NEET UG.

The marks that you need to obtain to qualify NEET as a SC category student completely varies based on few years
Now the cut off marks for SC category based on past two years cut off trends nearly lie in the range 137-108 marks. But if aiming for Government seats is your target to achieve then you need to score minimum marks around 400-500 or more so that you can ensure your seat in Government Institutions.
