It is difficult to make prediction as cut off keeps changing every year depending upon various factors like
number of students that appeared in the neet examination,
kind of marks obtained by students in neet ,
toughness level of the neet examination,
number of seats available etc.
Anyway,
when we go through previous year trends
>>>>>> With 400 marks,
You have low chances in mbbs in government colleges
But yes,
You have chances in deemed medical colleges for mbbs which are listed below along with their neet 2020 , 2nd round cut off :-

Hello aspirant,
To get government college for MBBS in Bihar for general category one must have All India rank under 12k, then only you have fair chance to secure seat. According to previous year cutoffs trend, you have less chances of getting admission in government medical college. However you can get admission in private medical colleges of Bihar easily. Even you can also get admission in private medical colleges of other states as well.
Although nothing can be predicted with certainty until the official announcement of cutoff. Because cutoff changes every year due to various factors such as number of students attempted exam and number of students participated in counselling, difficulty level of exam, reservations and more. Some private medical colleges for your consideration are as follow:

According to previous year cutoffs trend, at your score there is very less probability for you to get government college for MBBS in your state in your category. However you may get admission in government dental college in Haryana which is Pt Bhagwat Dayal Sharma Post Graduate Institute of Medical Sciences, Rohtak.
Also you can get admission in private medical colleges in both your state as well as other states. Remember that cutoffs changes every year due to various factors such as number of students attempted exam and number of students participated in counselling, difficulty level of exam, reservations and more. During counselling process, when asked for choice filling which is an online process you must fill choices according to your preference in which you think there are more chances of you getting selected or the college you want.
Hope you get some clarification.
Hamdard Institute of Medical Sciences and Research, New Delhi is a private medical college of Jamia Hamdard . It is a minority college with seats distributed in three categories; to Muslim minorities, Management quota and NRI.
The cutoff for management quota for HIMSR is not announced yet but we can have some idea about it with the help of previous year cutoffs. In recent years, the cutoff for management quota seats was around 540marks in Neet UG exam.
However remember that cutoffs changes every year due to various factors such as number of students attempted exam and number of students participated in counselling, difficulty level of exam, reservations and more. Also remember that nothing is confirmed yet.
NEET 2021 results have been declared by the National Testing Agency NTA.
To predict whether you will definitely get a seat in a college is an uphill task as cut-offs for colleges change every depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS seat matrix 2021
NEET 2021 Cut-off goes like :-
• General /EWS- 50th percentile
• SC/ST/OBC - 40th percentile
• General-PwD - 45th percentile
• SC/ST/OBC-PwD - 40th percentile
Marks wise cut off is as following-
• General - 720-138
• OBC/SC/ST - 137-108
• Gen PwD - 137-122
• (OBC /SC / ST ) PwD - 121-108
Though it was expected that due to higher difficulty level of examination cut-off for colleges will decrease, but it turns out students have performed exceptionally well and the cut offs have increased compared to last year.
See it is quite difficult to help you with the exact list of colleges as the counselling is yet to be conducted and the cut-offs keep on changing every year.
According to previous year data for Hassan institute of medical sciences, cut off for OBC category candidates was rank 83325 and 450 marks.
So you have a good chance of getting seat in the college with state counseling .
