As there are different norms for different colleges but most of the college do not refund your fees and also asks for the complete payment for the Course.
You may reduce the amount a bit after consulting to the respective authority in the College. It depends on the College.
But, it would be a critical decision to leave the college once enrolled in the course.

Hello Aspirant. I hope you have given your best efforts to crack NEET UG 2021 successfully. You mentioned you are from OBC category.
If you score 420 out of 720. then your overall percentile will be around 87.85 - 88.35 considering the difficulty of the paper to be moderate while your AIR should lie somewhere around 186274 - 218424.
If you score 420 then chances to get a seat for MBBS at government medical colleges via 15% All India Quota is quite less. However, with this marks there is still a chance for you to get a government medical college at your home state via 85% State Quota.
In order to grab a seat for MBBS at any top-rated government college in India through 15% All India Quota , an OBC candidate must fetch 550+ marks (580+ is recommended) . Thus, 420 is not up to the par for getting admission through 15% AIQ. Furthermore, in order to be eligible for admission at government colleges via State Counselling (through 85% State Quota ), one must secure 450+ marks to be on the safe side of the game. Although, 420 marks is not so bad and even if you do not get admission in the Round 1, you may possibly get chance to grab a seat in the subsequent rounds.

You must be aware general category cut off for govt college in delhi goes higher than AIQ quota.
Last year cut off for Gen category in AIQ counseling was 15038. (marks above 610+)
Whereas in delhi state quota counselling it was AIR 6349 in DU and AIR 4207 in IPU upto second round of counselling.
So this year cut off may goes somewhat low but then also you have very little chance of getting govt mbbs colleges at your expected marks.
You may have little chance of getting BDS if ranks improve then last year.
Otherwise you can try for BAMS/BHMS top govt college.

It would have been better if you could have provided your category which is quite a important criterion for prediction. Moreover with the scores there might be some chances for a government medical college or a semi government medical college. Rather you may try for private medical colleges and also other medical related courses including BAMS , BDS, BHMS etc. Also the cutoff may vary every year. Jammu & kashmir counselling take place for 100% seat for domicile state. So usually cut off goes Lower than other state students.
Neet 2020 lowest cut off for Gen category was 508 marks & Air 80124 for Government Medical College and Associated Hospital, Rajouri.
This year cut off may drop due to toughness of paper then last year. So you have chance of getting govt college.
Hope that rank doesn't go more than 80k at your marks. So that you can have chances.
