It isn't clear what do you mean by changing course. MCC conducts counseling for MBBS and BDS courses simultaneously.
So you have to fill colleges according to your choice, if you wish to pursue MBBS then fill colleges providing MBBS program and if you wish to pursue Dentistry then choose colleges providing BDS course.
The NEET UG All India Quota Counseling will begin From January 19, 2022.
The whole schedule of the All India Quota Counseling is as following -

To increase the chances of a candidate getting a seat in a medical/dental college, candidates can register as well as participate in both state counsellings and All India Counseling. However, if you get allotted a college at any state, be it in Maharashtra or in any other state, your name will automatically be canceled from the other instituition.

Since Himachal pradesh counseling got over, you cab still take part in All India counseling and fill your desired college as NRI candidate.
If your marks follows the criteria then you will get the college. Or you can go for management quota seats.

The NEET UG registration hasn't begun yet, so MCC hasn't released any brochure containing the total information about counseling such as tottal seats for AIQ counseling 2021.
------ NEET 2021 counselling process the authorities will grant admission to 82,950 MBBS , 26,949 BDS , 52,720 AYUSH, 525 BVSc, and AH seats. Admission to 1,899 AIIMS and 249 JIPMER seats will be through the NEET exam.
• The Directorate General of Health Services (DGHS), Government of India, will hold the Counselling for 15% All India Quota Seats.
--All deemed central state universities will participate in online counselling.
---Seats of ESIC and AFMC, BHU & AMU will also be filled in this counselling.

Hope you are doing well. See, it depends how much low marks are you talking about . However if your score in NEET-2021 is 590+ ,you should definitely participate in AIQ counselling if you belong from a high cutoff state .Apart from that as this new policy will be implemented for the first time from this year itself ,it can't be said as of now exactly how much marks will the cutoff decrease .
As per the new guideline given to MCC by the Supreme court,the All India Counselling for NEET is to occur in 4 rounds . Earlier , there used to be only 2 rounds to fill the 15% seats of the state government medical colleges and all the seats of the central institutes like AIIMS. After the 2 rounds, whatever seats were left in the 15% state government medical colleges were then transferred to the state counselling authorities to filled through the state quota counselling.
This new guideline will mostly benefit the students of the states where cutoffs usually go high like Delhi ,Bihar, Rajasthan etc. , sometimes even higher than the All India cutoff for a government medical college. So, these students will be able to get a seat through the All India Counselling in some other state if the cutoff of their own state is very high .
Also,it will be made sure that almost none of the 15% seats are left to be filled by AIQ.So, there's very less probability that any seats will be transferred to the state after AIQ.
So,it can be concluded that the All India Quota cutoff for a government medical college will be lower ,on the other hand the state quota cutoffs may increase a bit than usual ,as of now.
You are advised to wait for the Counselling process to commence and only then will we be able to know the exact cut-offs and how this new guideline will affect the cutoffs .

In ESIC colleges there is a special reservation for employees under ESI. the quota is known as INSURED PERSON quota or IP quota.
apart form these reservation , students from all india quota and state quota of a state having ESIC college can participate and secure admission in the colleges.
for examples in ESIC Bihta out of 100 seats 35 seats are reserved under IP quota while 15 seats come under AIQ nad rest 50 come under bihar state counselling.

The counselling of NEET UG and PG is expected to start from January itself. The Supreme Court in the verdict had ruled that, NEET PG counselling will begin in the interest of nation itself. The matter was regarding the quotas of OBCs and other EWS sections related to NEET PG. A particular date wasn't specified yet, it will be out soon.

The Medical Counselling Committee (MCC) will conduct the NEET UG 2021 counselling in the online mode for admission to MBBS, BDS, AYUSH, BVSc & AH and BSc Nursing courses. The dates are not yet declared for the counselling but it is expected to be declared soon. Keep an eye on the official website for the latest information. MCC will conduct 4 rounds of AIQ NEET counselling - first, second, mop-up and stray vacancy round. As per the NEET 2021 latest news, the mcc.nic.in NEET UG 2021 counselling registration dates are expected anytime soon.
Deemed university is recognised by university grants commission (ugc) and approved by the medical council of india or dental council of india. DIRECTORATE general and health services (DGHS) conducted the admission process for deemed medical universities. candidates need to secure minimum qualifying marks to get admission in deemed universities.
Candidates need to register through official portal at ntaneet.nic.in with their choice of colleges or medical institution. according to the preferred choice seat is alloted to the candidates if available.after allotment of seat selected candidates need to report with the required documents to get seat confirmed.

Cut-offs for colleges change every year depending upon several factors such as-

Though it was expected that due to higher difficulty level of examination cut-off for colleges will decrease, but it turns out students have performed exceptionally well and the cut offs for colleges is expected to increase compared to last year.
