Your profile suggests that your home state is Madhya Pradesh so in that reference I would like to tell that The Directorate of Medical Education (DME), Madhya Pradesh is the competent authority responsible for MP MBBS 2021 counselling. All the procedures will be done on its official website at https://dme.mponline.gov.in/portal/services/dmemp/DMEUG/Profile/ProfileLoginHome.aspx The registration form for the same will be released soon however the official dates are yet to be announced. Authorities will conduct four rounds of online counselling for MP NEET 2021 - first, second, mop-up, and college-level rounds. Candidates whose names are included in the state merit list will be called for participation in MP NEET 2021 counselling processes.

To predict whether you will definitely get a seat in a college is an uphill task as cut-offs for colleges change every depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS seat matrix 2021
NEET 2021 Cut-off goes like :-
• General /EWS- 50th percentile
• SC/ST/OBC - 40th percentile
• General-PwD - 45th percentile
• SC/ST/OBC-PwD - 40th percentile
Marks wise cut off is as following-
• General - 720-138
• OBC/SC/ST - 137-108
• Gen PwD - 137-122

Don't worry, you can take admission in any private medical college of UP, based on your NEET score even if you don't belongs to UP. What you have to do is just register for UP state quota counselling and through UP state quota counselling you can get into any private college of UP.

As of now the following states have begin the registration for state counselling for taking admission in MBBS and BDS courses:
1)Tamil Nadu NEET : Tamil Nadu NEET 2021 counselling for admission to MBBS and BDS courses has started. Candidates can apply up to January 7.
2)Assam : The Directorate of Medical Education (DME) Assam has started the NEET counselling process for state quota medical seats. The merit list has been released
3)Himachal Pradesh : Registration for Himachal Pradesh NEET counseling ended on December 19. The application form correction window was available between December 20 and 23 as per the revised schedule .
4)Gujarat : The Admission Committee for Professional Undergraduate Medical Educational Courses (ACPUGMEC), Gujarat, reopened the registration portal for NEET UG counselling from December 10 to 14.
5)Rajasthan has begun the registration.

yes you should register for the counselling in your state before mcc counselling registration because registration and the actual counselling process which includes choice filling and seat allotment are two different things.

If you are enquiring about NEET UG All India Quota (AIQ) Counselling then the seat allotment isn't based on 'First come first service' basis. Each institute has different cut off for each category. If a candidate has the required cut off rank then he/she may get seat in that particular institute for which the candidate has met the cut off criteria. Seat allotment depends on total number of candidates applied for counselling, rank of the candidate, category of the candidate, preferences of institute, course, seat availability etc. The criteria to allot a seat is same for the candidate with rank 16,000 and 30,000. If the cut off for a particular college is more than 30,000 then the candidate has selected that institute and if there are vacancies available in the category of the candidate he/she may be allotted a seat in that institute in round 1. If it's less than 30,000 the candidate will not be allotted seat in that institute. This goes with the candidate with rank 16,000.
To get seat in an institute based on NEET UG score you need to qualify in NEET UG by scoring the minimum qualifying cut off marks. This year the cut off to qualify in NEET UG is as follows category-wise
General: 138-720
SC/ST/OBC: 108-137
General-PwD: 122-137
SC/ST/OBC-PwD: 108-121
If you have scored above the cut off percentile you are eligible to apply for admission. The cut off admission in to a specific course is different for each institute and category. Cut off changes every year depending on factors such as total number of candidates appeared, difficulty level of examination and total number of seats available etc.

Hi, yes you can opt for 2 counselling's at the same time that is one state level and other all India level counselling. You can leave any of the colleges that you get for a better college. What you need to know is your registration fees will not be refunded. You can check the guidelines on calling the seat on their official website. Hope this helps.
