The cutoff varies year to year due to paper difficulty level, no of students appearing for the exam, no. of students appearing for the counselling, no. of seats available for the course in the college. etc. So there is no particular marks for the cutoff. Admission to M.Tech in IITs is independent of this constraint. But as prescribed by most of the IITs, you must pass your B.Tech with at least 6.75 CGPA or 60% marks. Now, you had backlogs or yearback does not matter. After the end of B.Tech, you must have the above marks to be eligible for applying. What will matter most is your gate score. Some of the IITs select candidates as, 80% Gate Score+20%B.Tech marks. Some IITs may take a written test or an interview. But key is GATE.
So, to be brief, there is no notification anywhere, in any IITs that you can not enter there if you have Backlogs or yearback. You just need to have the prescribed marks in B.Tech for admission. So, start preparing from today, clear your fundamental base, prepare for GATE and obtain high GATE score.
Also your backlogs will not affect your placements in M.Tech. The only thing you need to get placed is that you must have the skills what the company requires. So don't worry about it.

See to be honest your question is not quite clear. What do you mean by MTech arch ? Still you have a rank which is a bit too high for the top government colleges but you can get admission into private colleges and carry on your studies. Be hopeful you have a chance.

See your community rank is decent and according to your performance in TANCET you will get good private colleges. You have a very slim chance in government colleges like CEG etc. PSG is one of the best colleges under Anna University thus to make it there is a bit tough. You have a chance in GCE, still the trends change every year. Be hopeful.
You have a decent communal rank in TANCET 2019 and you should be able to get these colleges comfortably : Panimalar Engineering College, Chennai Easwari Engineering College, Chennai Jeppiar Engineering College, Chennai SONA College of Technology, Salem Dr. Mahalingam College of Engineering and Technology etc. Also some better private colleges can be under your reach.

Initially during your btech tenure both subjects/branches has a lot of difference.As for mechanical you will learn about machine and its functioning while they will prepare to be specialized in aerodynamics.But when you will take aerospace for mtech than it will be aa great advantage for you being a mechanical student.It will help you to grab the topics easily and some might be related to.But initially it sill differ,but yes being a mechanical student will help you in future if you do masters in aerospace.

There is no issue to it as you have a backlog that wont count if your back gets cleared by the time you pass out and get yourself a good College for the mtech or any psu through gate. The most important thing is to clearly clear the gate exam rest doesn't matter.
