See if you have complete Diploma in Mining Engineering then you are eligible for BTech through JELET provided you should satisfy the undermentioned eligibility criteria:
The candidate must have passed the diploma programme with minimum 45% aggregate marks (40% in case of SC, ST, OBC-A, OBC-B, PwD) or equivalent CGPA.
As a result if you score very good in JELET then only you can expect the JELET and the rank you should expect must be in top 100 as JU have less seats and higher competition. Also if you want you can change your stream in your BTech.

With a Percentile of 86.23 in JEE Main, you perhaps have low to moderate chances in securing a seat at Mining Engineering BIT Sindri, being from General Category .Try Securing atleast 89-91 Percentile, for fair chances of securing a seat at BIT Sindri. However, at 86 Percentile, youll definitely secure a seat in VBU Hazaribagh and RVSCET Jamshedpur.

Firstly, this question totally depends on one thing that is your interest. You are not comparing colleges for same branches instead its between 2 separate branches. I will suggest you to go for the branch you like rather than comparing the 2 institutes. No matter how good is the college, if you dont like the branch you cannot put your 100% efforts. This will eventually lead you to no where.
But still you have asked so i will answer.
As per the NIRF ranking,
The parameters taken for ranking are of high importance such as research, infrastructure, placements, teaching and many more. Keeping in mind the reliability of the source, Anna University can be prefered.
But eventually what matters more is your choice. If its ECE that makes you to study more than go for ECE, otherwise Mining Engineering.

You cannot pursue two branches at once.
See, you can apply for these two branches but at the end you will get only branch according to your rank or merit. Both these branches have many dissimilarities and hence at a time a student is not allowed to pursue two courses at once.
Not only this in any college, you cannot pursue two branches at once. But yes, you can apply for two branches and you should keep your first preference of branch on top and then second because your rank will be checked first for your first preference and then second and so on.
