Yes , you can do mechanical engineering after diploma in mining engineering .. through lateral entry in 2nd year of B.Tech. But, you may face some difficulty to understand the new topics as you are willing to change your stream from mining to mechanical.. some subjects /topics you may find unknown (i.e. not studied in diploma).. So, it's up to you.. if your desire is to get admission ME, then through several state level entrance exam , you can get admission in B.Tech
But , let me tell you.. that the admission is totally based on seat capacity and the question paper level in each year .. for these parameters , the cut off for individual institutes can vary year wise.

NIT rourkela is a very good college in terms of placements as it have very good placement records since several years .
And NIT maniour is also good in terms of placements , academics , facilities and infrastructure but not as good as NIT Rourkela .
According to me , if you want to go with the branch preference then go with NIT Manipur , since ee is much better option than mining . BUT if you want to go as college preference , then you can choose NIT Rourkela as it's one of the most prestigious colleges among NITs.
So it's very upto you to decide in which college you want to take admission .
