Although there are less Government job opportunities in the field of Mobile App Development, but there are some Government Organizations which recruit App Developers. Some of them are DigiLocker it's an initiative of Digital India. Another one is Ministry of Electronics and IT and National e-Governance Division.
If you are going for Mobile Application Development then you'll find most of the opportunities in Private Sector. Also the positions offered by the Government Organizations require experience. It'll be difficult for a fresher to start from Government sector.

There is not such thing that you need have a degree to become a app developer. You can become app developer by sitting in Home and getting certified by nptel or such things.
Preferred to gain a BTech degree and do what ever you are interested in simultaneously with degree.

Basically, if you want to learn mobile app development, you should have a clear knowledge on coding. Then you need to have the basic knowledge of java or kotlin, ie, the language you will be using. Coding plays the major role in the building of an app. Generally, i prefer kotlin as it is easy to learn compared to java.

Hlo mohit, there are approx 90 colleges in india for mobile app development. Out of Narional institute of electronics and infomation technology, Delhi is one of the best college. The college offers 50 courses in 3 streams and 20 specializations. If you are opting for app development. This can be quite a good choice.
