Rules of Medical Education of the directorate of health Madhya Pradesh government is , you got admission through all India quota then for general candidate leaving this all India quota seat they have to pay a fine of rupees 10 lacs and rural service bond of 1 year. If the student belong to reserved category student then the student if leave the AIQ seat you have to pay rupees 5 lacs as fine and one year of rural service bond from passing out from any type of Medical College. So you have to pay rupees 5 lacs for leaving the AIQ seat and one year of rural service bond compulsory as you are from reserved category student.

It's depends on type of changes that you want to make in your neet UG counselling registration form. If you want to make changes in choice locking then you can make these changes but after submitting your choices. You can not make any change before 2nd round. You can make change only after 2nd round.
If you want to make any change in application form of NEET then you can't do that.
