Ideally both are different Quotas, Management and NRI. Often what happens in Semi Government and Private Medical Institutes, due to lack of NRI Students applying across PG Courses, the NRI Quota seats are merged with Management Quota or are also considered at par with the same wih a Higher Tuition Fee than Government Quota Seats.

As per my view, these things are a bit different and it is a relative thing because it is different for different persons. So, I would say as per my view people should do ms and then mba.
Because after doing your btech or bsc it is always recommended that first you should do ms and then mba because you will stay in touch with what you have studied in your bachelor's degree.

Once the correction window is closed they don't allow any changes so you will have to stick with whatever you have filled in right now. Moreover all IISERs are equally good. You can try your luck in counselling though.
