however with Merit rank of 1120, you can get the following campuses as per previous year's statistics:

Yes, you may get a seat through general category, if the seats are vacant in General category and you match the cutoff criteria. However, you won't get any benefits of fee waiver etc. By General or unreserved or open category it doesn't mean that only general category students can get admission under this category , if you are from EWS or OBC or SC or ST or any other category and cleared cut off for general category then you will get admission under general category .

I suggest you should go for counseling and give them an application stating the issue. Chances are that they may allow you to continue your admission process. Write application stating that your certificate will be available in two or three working days and then you will attach it.
Contact administration deptt. of NIFT. Chances are that they will understand your situation.

As the cutoffs every year goes on changing, it is not possible to mention the exact CMR. It is suggested that you visit the NIFT website for the last year cutoffs. From there you can get an idea.
In 2019, the last merit rank admitted in Bftech was 414 (General) at Patna NIFT in the first merit list. So a CMR of 200 and above is required.
