yes you can join NCC after graduation
age limit for a student to join NCC :
For JD/JW Cadets : 12 -18.5 Years For SD/SW Cadets : Upto 26 years of age.
duration of the NCC Programme as an NCC Cadet :
For JD/JW Cadets: Two Years.
For SD/SW Cadets: Three Years with one year extension.
you have to be enrolled in a post graduate course.to join NCC. NCC units are set up to have education institutions attached to them, and you cannot be a part of one unless you're a student.

It is generally not possible to join NCC without a college. But you can join through a college which is already providing NCC Facility to it's students.. You can join NCC there as an open cadet , if your college or institute does not have it .
Open cadets get sent to other college of same university which have NCC or you will be having your NCC Drills and training in that battalion itself depending upon the number of vacancies they have.

If you are studying in 10+2 or Intermediate then you have to take the examination to NCC 'A' certificate. You do not have to take the examination to obtain NCC 'A' certificate if you have joined in NCC while you are studying Bachelor's Degree. You can directly take the examination for NCC 'A' certificate followed by NCC 'B' certificate if you are enrolled as cadet in NCC.

You can go to a nearby college that has the NCC and see if there are any seats available, as the NCC UNIT only provides a limited number of seats to each college. You can then enrol in NCC through that college.
2. You can go directly to the NCC UNIT in your city and tell them you want to join NCC but it is not in your college; they will either enrol you directly, again depending on the number of seats available, because there are limited seats for students who do not have NCC in their college or school and want to join NCC, or they will enrol you through any of the colleges that have vacant seats.

As you mentioned you belong to commerce stream you can only join Indian Army (not navy) after 12th through NDA entry,or even later after graduation through CDS as far as officer cadre is concerned. Officers joining air force and navy need to be of science background.
For Navy, cadet should be a Naval wing NCC cadet also must have a B.Tech degree. No 3 year degrees like B.Sc, BA , B.com are allowed.
you can join the merchant navy course after 12th class from the commerce stream . Any Class X pass students or higher but from non-science background can join the Merchant Navy by enrolling for the GP Rating Course. Candidates should be physically and medically fit, as per Merchant Shipping rules.
Hello, After class 10th, you can only join B Certificate NCC in any wing.
It is possible to join B Certificate in NCC without having NCC A Certificate also.
Contact ANO (Associate NCC Officer) of any college that offers NCC B Certificate. Every college has some vacancies for outside people incase your college doesn't offer NCC B Certificate.
With 286 marks in NEET 2021 Examination your chances for getting a Veterinary seat in a Veterinary College is very grim.
IF we go by the previous year data for Veterinary Counseling then marks for a good veterinary government college is more than 570 marks.
------ Cut-offs for colleges change every year depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS/Veterinary seat matrix 2021
----- Though it was expected that due to higher difficulty level of examination cut-off for colleges will decrease, but it turns out students have performed exceptionally well and the cut offs for colleges is expected to increase compared to last year.

You should prepare aggressively for your class 12 examination ,you should spend most of your time for preparation of class 12 exams and occasionally prepare for NCC exam (4-5 hours in a week ) as this exam is not very hard and most of the questions can be easily solved with basic preparation and knowledge so solving previous year questions can easily get you good enough marks .
As of now their is no information if the class 12 term 2 exam will be canceled/postponed or not so I think it will be conducted as per schedule and you should start preparing for it .
