No, there is no need to register again for round 2nd if you have already registered yourself for round 1st of NEET UG AIQ counselling conducted by MCC although you have changed your nationality to NRI category, it will be automatically updated in the database.
The 2nd round counselling for AIQ seats has already started from today i.e. February 16th 2022 and will continues till February 21st 2022.

No, phase 2nd counselling of competent authority quota seat has not started yet by KNRUHS, Telangana. Till Now KNRUHS, Telangana has not released any notification for NEET UG counselling Phase 2 for state quota seats but it is expected to be released soon, till then keep checking the official website as given below :-

With reference to your above mentioned query, i would like to tell you that with the above marks scored by you in NEET 2021, Your Overall Percentile is: 80.36 - 80.36 and Your Predicted Rank is: 301104 - 371254 . So, with the above predicted rank, your chances to get seat into bams is very difficult even if you belong to Sc category. The cutoff varies every year and is different for different category students. The cutoff depends on several factors like : Difficulty level of the paper, number of aspirant appearing for examination, previous year cutoff trends etc.
However, looking at the previous year cutoff trends, you need to score at leat a minimum marks of 350 in NEET 2021 to get seat in BAMS.

Hope you are doing great. NEET UG counselling for round 2 will be held from 16 February to 21 February, 2022. Seat allotment will be done based on your rank in the NEET UG exam, choices filled, available seats and also basing upon the reservation category.
You need to register for round 2 from February 16 to 21, 2022. Choice filling for round will start from 17 February to 21 February, 2022. The seat allotment will be given on 24 and 25 February, 2022. Finally result will be declared on 26 February, 2022. You need to report to the colleges, you have allotted, from 27 February to 5 March, 2022.
Also, there will be a mop-up round and you can register it from March 10 to 14, 2022.
